Visual Studio 2008 does not create a menu link to WinDiff. One has to create a shortcut oneself to:
C:\Program Files\Microsoft SDKs\Windows\v6.0A\bin
That is, if you installed Visual Studio with the installations defaults.
Update path as necessary.

Self Certify IIS6
Install the IIS 6 Resource Kit

Retrieve the site identifier of the relevant website using Internet Information Services Manager. i.e. click on Web Sites in the tree in the left hand pane and the number you require is in the identifier column in the right hand pane. Note that Default Web Site is 1.
Kick off a dos promt and type the following
"C:\Program Files\IIS Resources\SelfSSL\selfssl.exe" /T /N:CN=www.abc.com /V:365 /S:123
replace www.abc.com with your host header
replace 365 with the required number of days
replace 123 with the site identifier obtained above
